More analytically, the regulated charges for electricity include:

a) The charges for the National Transmission System (for the Independent Power Transmission Operator-“ADMIE S.A.”) and the Distribution Network (for the Hellenic Electricity Distribution Network Operator –HEDNO S.A.”) and are allocated to all the consumers, and paid to the Operators of the System and the Network, in order to maintain and expand them.

 More analytically, the charge for the Transmission System covers the expenses for the operation, the maintenance and the development of the Transmission System (Transmission System) which transmits energy in High Voltage from the power stations to the urban Substations, through the power towers, so that, the energy can then reach the end consumers of the country, through the Distribution Network, in Medium and Low voltage.  It includes a fixed charge (depending on the power supply agreed) and a variable charge (depending on the consumption). Agricultural tariff Customers, night consumption Customers  falling into Γ1Ν, Γ23 and Γ23Β tariffs, and low voltage consumption Customers with a zone load meter registered in the default low load zones for those meters, as well as low voltage night consumption (11pm-7am) Customers with an hourly meter are excepted from those charges. The charges for the use of Transmission and Distribution Networks have been set in accordance with the Decisions of the Regulatory Authority for Energy for each calendar year. The applicable charges for the use of the electricity transmission system which have been in force since January 1st 2017 have been set in accordance with Decision no. 456/2016 (Official Government Gazette Β’ 3857/30.11.2016) of the Regulatory Authority for Energy, while the applicable charges for the use of the electricity distribution system which have been in force since January 1st 2017 have been set in accordance with Decision no. 455/2016  (Official Government Gazette Β’ 3857/30.11.2016) of the Regulatory Authority for Energy.

b) The charges for the Services of General Interest  (SGI) which are collected by the Suppliers so that they supply electricity to:

1) the residents of Non-interconnected Islands for the same prices that apply for the residents of the mainland, despite the fact that the electricity production cost on islands is much higher,
2) to large families and vulnerable consumers that fall into the Social Residential Tariff (long-term unemployed, people with special needs etc.), for significantly lowered prices compared to the applicable tariffs. 

The SGI charges are applied to the consumers regardless of the electricity supplier. According to article 4 of Law 4296/2014 (Official Government Gazette Α’214/02.10.2014) consumers who are entitled to Large family and Social Residential Tariffs as well as the four-month day electricity consumption up to 10.000 kWh Solidarity Services tariff beneficiaries are excepted from the imposition of the charges mentioned above for their total day consumption.

As far as the SGI charges are concerned we further state the following:

  1. The provisions of Law 2773/1999 provided for the Services of General Interest (SGI) and accommodated an authorization for the issuance of Ministerial Decisions for the regulation of further individual issues that had been in force until 2011.
  2. Subsequently, implementing the provisions of Law 4001/2011 and more specifically articles 55 and 56 which concern the Services of General Interest, the Regulatory Authority for Energy has issued Decision 1527/2011 by means of which it has specified the charges for Services of General Interest, per consumer category, for 2012.
  3. Moreover, the State by means of article 36 of Law 4067/2012 about the assurance of electricity supply to Services of General Interest, has specified: 
    • the electricity consumer as the party directly obliged to pay in return for the Services of General Interest, as well as
    • the unit charges for the Services of General Interest, per customer category, for the years 2009, 2010, 2011, 2012 and for the years as of then, according to which the relevant expense which corresponds to the cost of the fulfillment of the obligation to provide Services of General Interest is allocated.
  4. Finally, according to article 55 of Law 4508/2017 about the amendment of the provisions of Law 4067/2012, the State has decided the following:
    • The users of each power supply are obliged to pay in return for the Services of General Interest who pay by means of a distinguishable charge in the consumption bills that they receive – the consumption being specified by the competent Network Operator-and so are the self-supplied customers.
    • The unit charges per customer category, for the year 2018 and as of then, according to which the relevant expense which corresponds to the cost of the fulfillment of the obligation to provide Services of General Interest is allocated.

The amount of the charges for the Services of General Interest depends on the electricity consumption of the installation. Specifically, until 31.12.2007 the charges included in the following table had applied to Residential consumers:

According to article 36 of Law 4067/2012 and, until 31.12.2017 the Residential consumers falling into SGI charging scales had been based on the four-month consumption of electricity and the consumer would be charged for the whole quantity of energy based on the unit charge to which their four-month consumption appertained.

Thereunto, the Regulatory Authority for Energy, in the scope of its competences, has considered the differentiation of the way of charging SGI for consumers aiming at their most reasonable charging. In that respect, the Authority sent the Consultation of the Regulatory Authority for Energy 10/2017 (07.08.2017), by means of which it depicted its relevant suggestions concerning the amendment of the institutional framework that regulates the charges for the Services of General Interest, to the Minister of Environment and Energy.

Following the above, the provisions of article 36 of Law 4067/2012 amend the SGI unit charges as of 01.01.2018 and explicitly specify that “in case the four-month energy consumption exceeds the consumption limits of a specific scale in the Low Voltage Residential use categories, it is only the extra consumption which will be charged based on the charges of the following scale.

Specifically, as of 03.12.2019 the charges included in the following table have applied to Residential consumers:

In this way, the consumers’ charge is proportional, in connection with their actual consumption and not the uniform price of the scale into which the total consumption falls. The amendments mentioned above, also, include a modification of the night consumption charge for Residential customers, since it is now considered all the same as day consumption, the charge, however, being distinguishable.

c) The Special Levy on Pollutant Emissions (SLPE) by means of which all electricity consumers contribute to the reduction of carbon dioxide emissions, through the generation of electricity from Renewable Energy Sources (RES) and the high efficiency cogeneration of heat and power (CHP). The SLPE has been specified according to articles 40 of Law 2773/99 (as RES special levy) and 143 of Law 4001/11, as applicable. The applicable SLPE charges for every category of electricity consumers as of January 1st 2019 result from the Ministerial Decision no. ΥΠΕΝ/ΓΔΕ/76979/4917 (Official Government Gazette Β’ 3373/31.08.2019).
